Spain has passed a new law that expands access to public health care, allowing even undocumented foreigners to receive assistance.

The main condition is actual residence in the country and submission of an application. After this, a temporary document is issued that grants access to treatment.

Short answer: no

- they do not have a registration or a reason to obtain a health card
- they must have travel insurance
